Trump was not successful the last time he sent Congress a rescission package during his first administration. After the Senate narrowly rejected the president’s request in 2018 for $15 billion in cutbacks, Senate GOP leaders want to make sure any new rescission package can get enough Republican votes in both the House and Senate.

Ueland said Thursday. “And we’re looking forward to the president being able to sign into law actual, provable, spending eliminations through the process of rescission.”

Ueland, a former Trump administration official, has deep knowledge special lead of the process for clawing back federal cash, having earlier in his career served as a top Senate Republican aide for more than two decades. During that time, he built a reputation as a master of Senate rules in his roles as GOP staff director of the Senate Budget Committee and chief of staff to former Republican Senate Majority Leader Bill Frist.

Many Republicans on both sides of the Capitol are eager for Trump to send a request to cut funding that Congress has already approved. They argue that getting Congress’ approval would legitimize Trump’s mandates to freeze funding as his executive orders are challenged in courtrooms throughout the country, along with the federal downsizing Elon Musk is undertaking at the helm of the president’s Department of Government Efficiency effort.
